The Ignacy Łukasiewicz Scholarship Programme enables free education as part of a second cycle programme of studies at a higher education institution supervised by the Ministry of Science and Higher Education in the following areas of study: sciences, natural sciences, technical sciences, agricultural, forestry and veterinary sciences.
The Government of Poland Scholarships offered as a part of the programme include free 2nd degree studies conducted in Polish language (preceded by a year-long preparation course for taking up studies in Poland) and 3rd degree studies conducted in public universities supervised by the minister responsible for higher education (the list of universities at the link below).
Eligibility The Scholarship will be offered to the citizens of the under-mentioned countries who:
are graduates of first cycle programmes (completed no earlier than in 2014) or students of the last year of first cycle programmes in the academic year 2017/2018 in the following areas of study: sciences, natural sciences, technical sciences, agricultural, forestry and veterinary sciences;
do not hold a magister (Master’s) r magister inżynier (Master of Science) degree;
have a certificate confirming proficiency in English of at least B2 level;
are neither graduates nor students of Polish higher education institutions (HEIs).
Selection criteria: Candidates are selected on the basis of a competitive procedure, based on the quality assessment of applications carried out by reviewers of the Polish National Agency for Academic Exchange who are academics working in higher education institutions.

Scholarship benefits The NAWA scholarship is paid once a month through the higher education institution. The scholarship rate is PLN 1500 per month for second cycle programme students and for participants of the preparatory course for learning in Poland.
During the course of education, beneficiaries shall also receive:
in the first year of studies, the first monthly scholarship is increased by PLN 500 to cover the costs of starting out in Poland.
in the last year of studies, the last monthly scholarship is increased by PLN 500 to cover the costs of the thesis.
In the event of a documented unforeseen circumstance, the NAWA Director may, at the written request of the Scholarship Holder, increase the monthly scholarship paid out to him/her by PLN 500 on account of such an unforeseen circumstance
Method of Application Candidates independently choose a higher education institution (HEI) and degree programme from among the educational offers of Polish public higher education institutions. Türkiye Scholarships are government-funded, competitive scholarships, awarded to outstanding applicants from countries outside Turkey to pursue a full-time degree and short-term programmes at prestigious universities in Turkey.
Eligibility To be eligible for Undergraduate Programmes, applicants must:

Language requirements: Most programmes in Turkish universities are instructed in Turkish. However, some departments and universities offer programmes in English or French. The candidates who want to study in these languages need to have an internationally recognized certificate to prove their language proficiency.
Also, most of these foreign language programmes may ask international admission test scores such as GRE, GMAT etc.
Candidates can check the language of instruction while selecting the programmes. All Türkiye Scholarship winners who do not have C1 Level Certificate for Turkish Proficiency (including those who are placed into English or French-taught programmes) must attend 1-year Turkish Preparatory Course.

French Government Eiffel Excellence Scholarships for International Masters and PhD Students

The programme helps to train future foreign policy makers, from the private and public sectors, in education priority areas, and encourage applications from students from developing, emerging and industrialized countries to obtain a master’s and a doctorate in relevant courses.
The Eiffel excellence program offers two components: (1) A Master component which helps fund a master level degree course from 12 to 36 months and (2) A Ph.D. component to fund mobility programs for 10 months under a thesis joint supervision or co-tutorship (preferably for the second doctoral year). Eligibility The scholarships are aimed at overseas students whose talents and abilities have been recognized by French higher education establishments wishing to attract them to pursue their studies. Only foreign nationals are eligible to apply for a scholarship from the French Government.
The following are eligible:
Nationality: This program is for candidates of foreign nationality. In the case of dual nationality applicants, those with French nationality are not eligible.
Age: for programs leading to a master’s degree level, applicants must be at most 30 years old at the date of the selection committee; for PhD applicants, candidates must be aged at most 35 years old on the date of the selection committee.
Origin of applications: Only applications sent by the French institutions are admissible.
The training involved: Eligible candidates are likely to incorporate a training course of master level attested by a diploma, including engineering school, and PhD candidates. The French trainings relocated abroad are not affected, fellows, non doctoral, having to perform at least 75% of their studies in France.
Concurrent scholarships: Foreign students already receiving a scholarship from the French government for another program at the time of filing the application are not eligible, even if it is a scholarship that supports social coverage.
For Eiffel Doctoral Scholarship: an applicant who has already received an Eiffel scholarship under his PhD may not represent his candidacy again.
For Eiffel Master Scholarship: a candidate whose folder was not selected may not represent its application in the following years, even if they change their field of study.
Language level: institutions that screen non-francophone candidates must ensure that their language level is in line with the level required by the training course.

PhD level courses: Maximum duration of 10 months. No language classes are offered for scientific and economic disciplines.
Scholarship benefits The Eiffel programme does not cover tuition fees, though the higher education centres concerned are invited to apply the best possible financial conditions to Eiffel scholarship-holders. Enrolment fees at state-run higher education centres are waived for students on French government scholarship programmes such as this.
Master courses: Eiffel scholarship-holders receive a monthly grant allowance of 1,181 Euros. In addition, various expenses including return travel, health insurance and cultural activities are covered. Scholarship-holders may also benefit from an additional accommodation allowance.
PhD courses: Eiffel PhD scholarship-holders receive a monthly allowance of 1,400 Euros (current applicable rate) with additional allowances for one international return trip (only one return trip will be reimbursed for law and political science students who undertake several stays in France), health insurance and cultural activities. Scholarship-holders may also benefit from an additional accommodation allowance.
Method of Application EIFFEL scholarship applications are submitted by French Higher Education Institutions. Applications are not accepted from students themselves, or from non-French institutions. French higher education establishments shortlists the best overseas students whom they wish to enroll in their courses for Eiffel scholarships. You must meet the admission requirements of the French Institution in order to be considered.
So to apply for the scholarship, you need to apply to a French higher institution and indicate that you wish to be nominated for the scholarship. Applicants intending to study within the School of Engineering, the School of Literatures, Languages and Cultures or the School of Law are not eligible for this award.
Applicants must have already applied for admission to a full-time PhD research programme of study at the University. Applicants intending to study a part-time PhD research programme will only be considered for the scholarship if they have the approval of the School they wish to study with.
Candidates are required to have good English Language skills with scholarship applicants normally requiring a minimum IELTS of 7.0 achieved within the past two years. Please check the Entry Requirements for your proposed programme of study for details of other acceptable English language qualifications. The requirement for an IELTS score of 7.0 (or equivalent) may be higher than the level required for admissions purposes.
You may apply for the scholarship prior to obtaining the necessary English language test results but the results should be uploaded as soon as possible.
Please also note that if you have applied for consecutive registration where you will start your Master's programme of study in 2017 and your PhD the following year in 2018, that you will not be eligible to apply for a Principal's Career Development Scholarship in 2017. Principal's awards cannot be held concurrently with fully-funded scholarships but can be held with partial awards such as the Edinburgh Global Research Scholarships.
